Oliver is a servant of the enchanter Homnibus who appears mostly in the Johan And Peewit comic book series. His debut was in the comic book, "The Moonstone" where he was initially accused by Homnibus for the loss of the moonstone. When he first met the Smurfs in "The Smurfs and the Magic Flute", he was frightened, but eventually warmed up to them. He appears in the Smurfs comic book story "The Finance Smurf" to teach the title character all about the world of money and human commerce when the young man is sent on an errand to purchase an ingredient for a remedy that Homnibus prepares for Papa Smurf when he became sick from a laboratory accident. He also appears in the comic book story "The Smurfs And The Sorcerer's Love", in which he tries to help his master and the Smurfs set up a dinner date between Gargamel and a young lady, but the results prove disastrous. He returned in "The Smurfs and The Flight of the Storks", where he helps the Smurfs decorate for and celebrate Homnibus' birthday party.

His only appearance in animation was the 1976 film adaptation of the comic book story, The Smurfs and the Magic Flute. As of the 1980s Smurfs cartoon show by Hanna-Barbera, he is all but omitted entirely and is sadly never mentioned, seen, or heard throughout the entire show. His removal is mainly due to network budget restraints by the NBC executives.
